That’s because of President Obama’s recently signed H.R.5147, known as the Bathrooms Accessible in Every Situation (or BABIES) Act, which applies to federal buildings with restrooms available to the public. It turns out the FM at the Tokyo American Club, in Tokyo, Japan, has had baby changing stations in the men's restrooms for almost 25 years. One of NASCAR's oldest racing facilities is finally getting lights for next year's racing season – and it's making the immediate jump to LEDs. Martinsville Speedway in Virginia claims it will become the first major motorsports facility to install LED lighting. The project is not only expected to upgrade the racing experience for drivers, but should also enhance the television broadcasts.
